Abstract

Partition sample allocation and constrained best-arm selection address discovery and admissibility, respectively. A common assessment should count both risks: overlooking useful regions and adopting an infeasible measured candidate. Independent final checks preserve joint outputs. Total run counts without locations and purposes cannot explain whether the evidence supports the selected action. This focused synthesis develops an empirical comparison that preserves the terminal action, observation process, and total verification cost. Its proposed tests are prospective; no new simulation run, model-training result, or intervention effect is reported.
